A New Plan for Women at Rikers: NYC Sign On

The mothers, daughters, and sisters at the Rose M. Singer (Rosie’s) jail have been an afterthought in the movement to close Rikers. The city’s plan is to move them to a Queens facility, connected to a men’s building, that opens in 2027. In October, 2021 the state & city began temporarily transferring those at Rosie’s to state prisons in Westchester, increasing the urgency to secure a more readily available site.

Former New York State Chief Judge Jonathan Lippman, head of the Rikers Commission has endorsed a plan to secure an empty or underused state-prison site in Manhattan –Lincoln (Central Harlem), Bayview (Chelsea) or Edgecombe (Washington Heights), – for women and gender-expansive people.
